The baseline for HALI’s 2026 Borno Safe Spaces Learning Programme presents a clear contrast: girls’ ambitions remain high even where access, protection information and support networks are limited.
What girls told the assessment
- 80% of out-of-school girls said they aspired to university education.
- 83.3% had never attended formal education.
- 82.7% did not know their rights as girls.
- 94% had never received information about the risks of early marriage.
- 62.7% had no trusted adult outside their family to seek help from.
- 89.3% did not know a safe place to seek help when they felt unsafe.
How the evidence shapes delivery
These figures are starting-point conditions, not programme outcomes. They guide HALI’s combination of remedial learning, mentorship, life skills, rights awareness, protection information and caregiver engagement. Endline evidence will be compared with the baseline after the programme cycle is complete.
