Consultant – Post-Distribution Monitoring (PDM) for Cash/Voucher Assistance (CVA) 

Project: Strengthening Disability-Inclusive Humanitarian Assistance in Maiduguri and Jere LGAs of Borno State

About HALI 

Hallmark Leadership Initiative (HALI) is a Nigerian humanitarian organization implementing disability-inclusive protection programming in Borno State. Under this CBPF/NHF-funded project, HALI delivered cash/voucher assistance to 107 leprosy-affected households alongside assistive devices, accessibility upgrades, and OPD capacity building. 

The Assignment 

HALI seeks a consultant to conduct an independent Post-Distribution Monitoring (PDM) of the CVA component. The consultant will assess the effectiveness, appropriateness, and accountability of the assistance, and produce evidence to inform corrective action, CBPF reporting, and the project endline.

Required Qualifications & Experience 

  • A postgraduate degree in Monitoring & Evaluation, Economics, Statistics, Social Sciences, Development Studies, or a related field. 
  • At least 5 years’ experience in humanitarian MEAL, with demonstrated Post-Distribution Monitoring of cash and voucher assistance (CVA). 
  • Proven command of CVA and CBPF/OCHA accountability standards, including transfer-value and market-price analysis. 
  • Practical experience with KoboToolbox/ODK for mobile data collection, cleaning, and analysis. 
  • Demonstrated use of the Washington Group Questions and disability-disaggregated data collection. 
  • Working knowledge of PSEA, safeguarding, GBV-sensitive monitoring, and Do No Harm principles. 
  • Prior fieldwork in Borno State or the BAY states, and fluency in English; Hausa and/or Kanuri strongly preferred. 
  • Strong report-writing skills, with samples of prior PDM or evaluation reports.
